America Rewrites Its Security Contract with Europe: Pentagon Pressure and a Continent in Political Flux

The article analyses the strategic recalibration of the transatlantic relationship as Washington increases pressure on Europe to assume greater responsibility for its own conventional defence. It examines the messages delivered by U.S. Secretary of Defense Pete Hegseth and Secretary of State Marco Rubio, the Pentagon’s troop adjustments in Europe, NATO’s evolving force posture, and the political instability affecting major European capitals. The analysis argues that the United States is not abandoning NATO, but is redefining the terms of allied responsibility, moving toward a more conditional, transactional and capability-based security relationship. For Romania, the shift creates both pressure and opportunity: as a Black Sea frontline state, Bucharest must accelerate defence capabilities and position itself as an indispensable ally in a tougher NATO architecture.
