A formal or de facto withdrawal of the United States from the centre of gravity of NATO would radically transform European security. The analysis shows that the issue is not only one of budget, but of command, logistics, technology, nuclear deterrence, and critical capabilities without which the Alliance would remain standing in form, while entering rapidly into a crisis of substance.
