Artificial intelligence is becoming an infrastructure of power, and Europe risks remaining the space that writes the rules for a technology developed elsewhere. The United States is building an ecosystem of technological leadership, China is offering an alternative model of governance, and the European Union is defending its normative framework without sufficient material capacity. For Romania, the stake is avoiding the cognitive periphery of the new digital order.
